Still no info after Tier 2 inquiry AND Senator inquiry

Timeline

Late Jan filer, accepted 2/4/13. On 7/31 I requested an inquiry from the Tier 2 level for being outside of normal processing time, which I promptly received a letter requesting 60 days before inquiring again.

After a little more than 30 days I decided to contact my senator also. During the week of 9/2 his office did an inquiry to which USCIS requested 30 days.

This week ends the 30 days and is a week over the 60 days the Tier 2 inquiry asked us to allow. I've called the Senator's office and they said they will 'call next week'. So I called the USCIS and asked to speak with a Tier 2 person. His response was: There is no new info but I can do an electronic inquiry to the office that is processing the case. That office will respond within 15 days. So basically it looks like I'm just starting the inquiry process over again - just to be told to wait 60 more days.

Is there really anybody the USCIS has to answer to? Anybody to report this kind of horrible service to? Does anybody really care? Or is it just another government entity that is too big to care and nobody to answer to?

I'm thinking about just going the illegal alien route and hoping he will fall under the new immigration reform that will be taking place soon.

Seriously, is there a place to file a complaint and expect action to be taken?

Timeline

I filed my petition in August 2012 which was received 13th August 2012...I didn't get my NOA2 until the 16th of May 2013... and only got to the states last month. I don't think there's a way of complaining about it unfortunately. I don't know in what order they process applications, but some are lucky and get it sooner and some are just more unfortunate. :(
