question about medical, police clearance, and tax transcripts

I'm living abroad, so I'm just trying to make sure I have everything once my I-130 gets approved.

Tax return transcripts:

My mother will be a co-sponsor for the beneficiary throughout the process. Based on her past tax returns and current paystubs, there should be no issues. However, I was just looking through her tax returns and I just noticed it also has my dad's name on it, (although my dad has been retired already), married filing jointly. My question is do I need to submit my dad's passport copies, etc etc. My mother is still the primary co-sponsor. My dad is no longer working so he will not be involved at all.

medical/police reports:

On the guides I read online, it says to try to get the medical and police clearance soon so it will be ready to submit. I'm in Hong Kong and from my understanding, I need to provide documentation (I guess from NVC) in order to request the police clearance and medical. So in this case, do I just wait for NVC to send me a document? There is no way to expedite that particular process?
