I submitted the ceriticate from NSO saying "they don't have any record of birth" of my mom (the beneficiary) . I thought this is enough to serve as birth certificate since it contains the date of birth, place of birth and both parents of my mom. The following month I received an RFE requesting the beneficiary to submit a birth certiificate.

Does NVC really doesn't accept certificate of "No Record of Birth"

How do I apply my mom's birth cert to NSO, more like delayed registration?

You mom should apply for LATE REGISTRATION of BC at the Local Civil Registry.

But first she has to go to the LCR of the municipality where she was born to check if there really is no birth record. Sometimes, the LCR has a record but it was not forwarded to NSO head office that's why NSO has no record.

NVC requires original NSO BC. "No Record of Birth" means your mom does not have a BC on the NSO archives.
