F2A PD: 13 May 2011, still not have interview letter.

My father is F2A, PD: 13 May 2011 and Completed date: 21 May 2013.

There are some people who have PD after my Dad, but this morning they have a interview letter.

My dad come from Vietnam.

You have to call NVC and make a follow-up on your Dad's case.

Did you have your dad's or agent's email on record at NVC? Check the email and the spam folder.

Or do you only have a postal address? Check the mail box. Did you move/change house? Did you inform NVC?

Or the delay could come from the US Embassy in Vietnam.

I objectively think that because my dad's completed date is later than somebody who have just received the letter.
Some of them have PD after my dad, but completed date before my dad approximately 3 months.
So, Mr/ Ms, could my dad receive the letter on next morning day?

I assume OP's father was petitioned by his (father's) LPR wife. Hence, he could very well be under the F2A.
