BLS is FORCING me to pay $250 Enunciation penalty fee!

Today I received an email message from BLS International Services as below,

Your postal application is received by BLS Intl Services, but is pending due to *******Please Do Not reply to this email and do not send your additional documents unless you have received your application back from BLS Chicago.!!!!!!!!!!********* Dear client, Please be informed that we have reviewed your application and are sending your application back to you. BLS requests that you kindly send documents as mentioned below. 1.) need penalty fee of 250$ for renunciation. You are not required to send additional fees and also send application return form along with additional documents, returned documents and a returned/ prepaid envelope!!!!!! If applying for renunciation please follow this link. http://www.visa.blsindia-usa.com/pdf/renunciation_flowchart.pdf

I carefully followed the flowchart which clearly states that if my Indian Passport was issued BEFORE Naturalization & if it expired BEFORE January 1st, 2005, then I do not need to pay the penalty fee.

My Indian passport was issued in 1993 and it expired in 2003. I called BLS and a lady picked up and as I started to explain her my situation she cut me off and said "You must to pay the penalty fee if you want to not delay your visa application any further."

I then told her again then according to the flowchart I am not required to pay the fee and she hung up! I tried calling again but they never picked up. On a third try they were closed because it was 6:00PM...

In the meantime according to the email they are sending my application back. (I had applied for Visa & Renunciation together.). I have never felt so helpless before. I don't know what to do anymore. I need to be in India next week and these dirty people are simply thirsty of money and FORCING me to pay a fee which I am not required according to their OWN flowchart!
