Essentially, yes it will affect visas - all parts of government that are not essential for protection and serving our daily lives will not be functioning.

However - a lot of employees working on visas sometimes are funded by the fees that we pay, so there may still be some work being done on them. However, I think a good part of them will not be working, and not be processing applications while the shutdown is in effect.
