overseas on travel document and applying for family immigration

Hello!! my question is if someone is U.S permanent resident but currently outside U.S for two years after obtaining travel document can apply for immigration for his family?? anyone with such experience or expert advice will be appreciated.

You can apply, but you need to be back in the US by the time they immigrate.

yes im on re-entry permit which is valid till feb 2015. i want to apply for my wife and son so they can come with me when i'll come back to U.S in feb 2015.

How will you manage to financially support them in the US? As the petitioner, you can definitely file i-130 now, but later on in the National Visa Center stage you will need to provide your US income tax return to show that you have sufficient income to support your family so they won't become public charge.

can i show letter of support from one of my uncles who lives in U.S?? He agrees to support us till we get job. me and my wife doing masters degree in health sciences and have plans to do PHD in future from U.S. can this point help my wife to get immigration visa?

You should be fine as long as you have Joint-Sponsors that meets the poverty guidelines for your household size and his. I would file the I-130 now, since the Affidavit of Support will not be needed until you are at NVC stage.
