Timeline

Packet three is somewhat irrelevant, package four is what's important. After receiving packet three you want to submit form DS-230 online to the embassy so you can get scheduled for an interview. I heard there is a new form to fill out as of recently. I will say to apply for the police record and certificate of impediment ASAP. Fill out firms DS 156, 156K, and 157 and print three copies of each. This is the time to get your documents in order.

Packet 3 is actually letter and hard copy of forms. You can fill out your forms without receiveing packet 3. You need to look at the link below, and have everything for the interview.
