After Sept 1, 2013 must complete DS-260 online, is that true for K-1?

The note below what I found on US interest office of Havana, any of know if this apply for K-1 Fiance visa? Please help. Thank you!

IMPORTANT: All cases received at the National Visa Center on or after September 1, 2013, must complete the new DS-260: Online Immigrant Visa Application instead of the DS-230. See Online DS-260 guidance for more information about filling out this form. Cases already received by the National Visa Center by August 31, 2013 may continue to use the paper-based DS-230. Please note: Cuban Family Reunification Parole (CFRP) program cases cannot use the DS-260. These cases must still use the DS-230. However, if the immigrant visa case that forms the basis of the CFRP case becomes current, the applicant must then submit the DS-260.

Also, according to Havana's interest office website (http://havana.usint.gov/family_based_immigrants.html) K-1 visa is listed under Immigrant visa (Family Based Visa). But I thought K-1 is non immigrant visa. It is a kind of confusing, can somebody explain that to me?

Also it is for application approved from NVC in September are given interview date in January 2014. Is that true with everybody scheduling interview this month. It is more than three month waiting time. By the end of December my NOA2 will expire. Do I need to do anything about that? there is no other dates available for interview other than the end of Jan 2014 I was told sadly.

is this only for Havana? or does it apply to ALL countries applying for K1?

The instructions you get from your consulate should let you know what forms are needed and their process. You can always contact your consulate directly and ask them.

Thank you all,

I think it is for everybody whos cases received at the National Visa Center on or after September 1, 2013. The consulate in Havana is hard to get hold of I may have to wait till the package 3 receved. My fiance is trying call them to pick the package and all they can thell him is your case is not ready. We shall see....
