bringing my nephews parents to US

hi everyone!i just want to ask an idea or advice from you guys about my nephews situation.My nephew is already a US citizen and he wanted to petition his parents. His parents were married in the philippines but in year 1995 his father came to US with tourist visa and filed for divorced in Las Vegas and was finalized in the same year. Now my question is, according to philippine law they are still married but in the US law they are divorced.Could this affect the petition if my nephew will file for petiiton for them?And what status should they put on their marital status?thanks and hope you huys could help me.

They are still his parents. He can petition for them.

IMO, they are still married because the father is not a US citizen when he filed for divorce. If he filed for an annulment in the Philippines, that could have ended their marriage.
