There is a guy out in california that does certified translations for USCIS and immigration. Website is http://www.online-languagetranslators.com/. I had him translate my wife's afghan ID. He translates birth certificates, marrriage certificates, etc and the languages he translates are Afrikaans Albanian Amharic Arabic Assamese Azerbaijani Belarusian Bengali Bosnian Bulgarian Burmese Cambodian Chinese Croatian Czech Danish Dari Dutch Estonian Farsi Finnish Flemish French Georgian German Greek Gujarati Haitian Creole Hebrew Hindi Hungarian Indonesian Italian Japanese Kannada Kazakh Korean Kyrgyz Laotian Latvian Lithuanian Macedonian Maithili Malay Malayalam Marathi Moldovan Mongolian Norwegian Oriya Polish Portuguese Punjabi Pushto-Pashto Romanian Russian Sankrit Singhalese Slovak Slovenian Spanish Swahili Swedish Tagalog Tajik Tamil Telugu Thai Turkish Turkmen Ukrainian Urdu Uzbek Vietnamese

You can have it translated wherever you wamt, and as long as you are profficient in english you can do it yourself. Just make sure you attach a certification that you are profficient in both languages. It doesnt have to be notariazed either.

You can find info here http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextchannel=fe529c7755cb9010VgnVCM10000045f3d6a1RCRD&vgnextoid=ff053d146a7ee010VgnVCM1000000ecd190aRCRD

It is not where I breathe but where I love that I live.

Are you the USC or the beneficiary? If the USC, your birth certificate isn't needed at all (unless you're using it to prove US citizenship, which you can't do with a Russian birth certificate).

If the beneficiary, you'll need the birth certificate for the interview stage at the consulate. For Russia, you must bring both the original and a translation to the interview. It doesn't matter who translates it or where as long as they put a certification line (I am proficient in both English and Russian and this is an accurate translation of the document...) No need to get it notarized either.
