i-601 refused 2nd time

My wife's i-601 refused 2nd,
i would like to give you little back ground, she got arrested with her mother about 8 years ago, on five counts, she 18 , but both of her mother and her were arrested, she was unaware that her mother was stealing stuff when got arrested, but in UK, if you accept the charge they let both of them go, now later she bacame and accountant and married me, we have twins born in UK, at 23.4 weeks one of the rear cases,
i am in US, and really wanted her and our kids to move with us in US,
my question is will appealing the decision will help and a letter from her mother will help explaining what actually happened,
i find my self very help less,

The best advice I can give you is prepare to move to the UK. She has committed and pled guilty to five charges that involve moral turpitude. This makes her ineligible to immigrate to the US as you are well aware. An appeal means there was an error in the decision. Without know what was filed and without seeing the ruling, I can't speak completely about this but I can't imagine an error that would have been made; the law is pretty clear in this matter.

When you file an I-601 you must show it would be an extreme hardship on you, the US citizen, if your spouse could not immigrate to the US and that you would be unable to live in the country where the spouse is legally residing.

Timeline

The Section 212(h) waives inadmissibility for multiple criminal convictions where the aggregate sentence was 5 years or more;if her sentence was less than 5 years then her waiver was denied because you could not prove hardship , and not because of her convictions,
