Which place is best to apply?

My USC wife is living with me from past 15 months outside USA, now she is expecting baby and visiting america for 4 months, meanwhile we also plan to apply for CR1/IR1 visa, she will join me after 4 months, do we file I-130 before her leaving? Because i am expecting at that time our case will be transferred to NVC, We can save time this way. Your recommendation please, i am worried USCIS may say she file application from his adress then live in USA and then go back to process? or we should wait when she return then we file? And my country dont have DCF facility

Pakistan has no local USCIS office, so you cannot file DCF (directly with the embassy). Thus if she has all the papers ready, she can file now from the USA and get thing started.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Is it not good to apply from pakistan, cause she lived with me since marriage now she is going only for four months to usa? Please adress this;

1) lived here....visit four months USA >>>>files from pakistan

2) lived here....visit four months USA >>>>files from USA

which option is better

It doesn't matter where she applies from. It won't make the process faster, or them being suspicious. But if she files now, from the USA, you save 4 months rather than wait 4 months till she is back. They will know she lives with you in Pakistan because of the bio docs you fill in.
