Please can I have your guidance what does the Approval Notice for I797,notice of action means?

When it says Approval notice is valid from 20/02/2013 until 20/12/2013. what does it mean? Does it mean my fiance have a time limit to be in the United States?

That means your petition was approved (not VISA), and you have to call NVC in 2 weeks (this process is on the VJ guides, just read up on it). The date is for the validity of the notice (the paper you received). When your VISA gets approved, your fiance has 90 days to get married to you upon entering USA. You will base the "time limit" on the VISA expiration.

I thought that after the visa gets approved my finace has to be in the states before 20/12/2013.

After visa gets approved how much time my fiance needs to be in the states?

What you received is just your NOA2, its just your petition that got approved, its not a VISA. You have to go through medical and interview to obtain a visa.

If you pass your interview, and upon getting a visa, your fiance has 6 months to use the visa to travel to the States. When he enters USA, he has 90 days to marry you.
