Submitting documents to NVC?

Timeline

Hi i have a major question, i'm a bit confused. Here goes, To make a long story short , my fiancee and I recentely submitted form DS-230 via email to the embassy in Kingston, Jamaica. We received reply email stating "received and processing" ( I would also like to mention NVC stated that they forwrded our case to the embassy and gave us a case#) .We have been reading on forums and such about a form DS-260 and that it needs to be filled out. At the time would could not due to the fact we did not have a invoice# from the NVC. Once we received that we filled out the form Ok now the form has been completed. After the completion of the form it is stating that we have to submit certain documents to the NVC. Here is the message:

Thank You

Your Immigrant Visa and Alien Registration Application form (Form DS-260) has been automatically forwarded to

the NVC (National Visa Center) and will be processed in 3-5 business days.

Next Steps

All applicants must:

1. Obtain and submit required supporting civil documents.

2. Obtain and submit photographs that meet the Department of State’s visa requirements.

3. Review the information specific to U.S. Embassy/Consulate General where your visa interview will occur.

If you have not already collected and submitted the required documents to the National Visa Center then you

should do so at this time. If the documentation you have submitted is either insufficient or incomplete you will be

notified by the NVC. Your visa interview cannot be scheduled until your supporting documentation is complete and

correct.

I thought that after the NVC forwarded the case to embassy then we have to wait for certain packets to fill out and send back and then a scheduled interview. Do we have to submit these to the NVC? HAs anyone else went through this? This is like another step i did not expect.
