Undersranding the visa bulletin

Hi there. My family and I are considering applying for a US visa via a I-130. We would come under category F3. I'm not sure if I'm reading the visa bulletin correctly though. It says that visa numbers are only available for applications with a priority date before 22Jan03 in the F3 category. Does this mean that if we were to apply today that, unless there is a huge change in demand, that our application won't be looked at for at least 10 years???

Yes, that is basically what it means.

They would probably be looked at before then, but you would not be able to go ahead with the visa process until your priority date would be current. The priority date is when you first applied.

There is current legislation and discussion about immigration reform that would limit F3 category to children of a US citizen who are under 31 years of age. If that change in age will affect you, then you will want to get yourself in the queue before any laws are passed that would put an age cap on F3.

If not many people want them in the next years the dates could move up. There is a limit on the number that can be issued per year so there is a backlog. You could always get in the queue and hold your place. But it probably won't be soon.
