Does anyone know the eligibility for the DCF in Beijing. For the Guangzhou, the minimum residency is 6 month, but on the Beijing website http://beijing.usembassy-china.org.cn/i-130-petition-for-alien-relative.html

it only mentions (A Residence Permit for Foreigner in the People’s Republic of China (居住许可). )

I was wondering if I can just go to China with "L" visa and get married and get the residence permit to apply for CR1 ?

Does anyone went through this route?

yup - that's do-able.

steps:

1. get the L Visa

2. get married in China

3. apply for the residency permit, wife at your side, at the big PSB in that city. IMO, is best if gotten in her hukuo city, but there's other ways around that if she's working somewhere else.

tempus fugit, from residence permit date, 6 months then

4. you can file DCF.

my concern is that I want to apply as soon as I get my residence permit. on the Beijing website, they didnt say the 6 months requirements but the residence permit. when I first checked beijing website, I thought I could file as long as I have my residence permit, but later I found out most of DCF requires 6months residency.

SO I'm confused -_-

it's 6 months NOT on a tourist visa.

You might be able to get a residence permit through spousal visa - but I have no idea about the time requirements. Otherwise you have to get a job, work contract, leave the country, re-enter on your Z visa and then get the foreign expert certificate and work visa. Usually you have to go to HK if you're switching visa types.
