We will be married on Oct 15th in the Philippines . Can we file our CR-1 from the Philippines ? Would we send this to America or the US Embassy ? Would filing abroad be faster then sending from America ?

if you live there you file from abroad

if you live in the states it is a normal filing regardless of where you send it from

all files will go to the US first, the address and process are available at your embassy's website ;)

Like Stevie said, if the USC is a resident of the Philippines they may file the I-130 and do DCF at the USEM. However if they are not, you can still send the I-130 to the Chicago Lockbox before returning to the USA.
