Does this email means that NVC already completed our petition and we're good to go to schedule medical and interview? Because it doesnt say if they already forwarded the paperwork here in Manila and completed. Ive seen a post like this but it says that NVC completed the application etc. So i just want to make sure if this is already good. thanks

Don't wait for anything from the embassy, everything is online that you need.

USEM supposedly mails out a letter, my wife and thousands of others would still be waiting in the Phils if it were needed... as it still hasn't arrived ;)

You are fine. Slow down, relax.

You paid the visa fee so you are doing fine. The payment information usually takes 8 - 24 hours before it shows up on the embassy website so that you can schedule the interview. To schedule the interview you will need your deposit receipt from BPI and your passport number. No pictures are needed.

You will be fine... ;)

Hank my fiance called NVC today to see if they already forwarded our paperwork here in the Phils but they said not yet. Is it ok to schedule an appointment interview eventhough Manila Embassy doesnt have our paperwork yet? thanks

Yes it's fine to schedule your interview now. Schedule it at least 4 weeks out and there should be no worries about the file being there from NVC. This is what I did.
