I have a friend who claims she never has. But maybe because she's bipolar and she's been on strong medication such as lithium. But for a healthy woman that isn't on medication I think if she never achieved orgasms it's either cuz she only had bad in bed partners, she's a lesbian and isn't aware about it or won't accept, or she has some issues like was abused as a child and she just can't relax.
