How would they know if it's an easy or hard case without looking at it? Once you're already looking at it might as well finish, since from the adjudicator Q&A info here, easy cases take like 15 mins. So chronologically is the only way to do it fairly.

Yeah the waiting sucks but it gives you plenty of time to become an expert on the NVC/DOS phase.

Also transfers like this don't have anything to do with jurisdiction so you could put a positive spin on it and be glad it's not collecting dust in St. Albans.
