Yes, I got the letter in the mail a day after I returned from Jamaica. It was for our marriage certificate and my birth certificate (that they f'ing lost). My husband fed-exed me his copy right away and Texas received it on Jan. 3rd. I called NCSC and they told me to wait another 60 days. Total BS! I'm so pissed I don't what to do. Got it December 24th and it said I have 87 days to respond

God Texas is the WORST!

Have you contacted your congressmen/senators? It was via my congressman I found out that I had an RFE that they hadn't notified me about. After some pushing I finally got it sent to me, 1.5 months later.

Send a message to the Ombudsman with your case information, including the date that you were transferred to Texas and mention the supplemental letter that states you will get an answer within 60 days. Then give the details of your RFE. Date, items they were missing, etc. Tell them that you sent those in with your original file and are disturbed that your vital information has been lost, if this RFE was sent because they lost something. Tell them, now the USCIS has an additional 60 days to process your case, which is a completely unacceptable delay, especially since you sent this information to them in your original package.

We know that this is not a new tactic. Hopefully, the people in the Ombudsman's office are aware of what the service centers were doing in 2006. (Basically, this.) If you want to add a quote from the Ombudsman's report from 2006 and state that you believe that they may be doing this again, I can provide you with that information.

What date was your RFE? (I'm updating the spreadsheet.)

I wonder if we should start a spreadsheet detailing the RFE rates for the different service centers. Or maybe we could add a formula to the existing ones to figure that out.

I would greatly appreciate that information if you don't mind it, Thank you. And I got the email on December 17th and letter in the mail on December 24th. Responded december 30th and received at TSC on January 3rd.

Bull. It may not be a conspiracy but this has been a problem since at least 2006. At least according to the Ombudsman's annual report. I haven't had time to read prior to 2006 yet. I'll do that later tonight if possible. (Reading through all the years from 2006 to 2013 takes time. Each is a rather large document to read through.) Statements like this one does actually make you think that they are doing it to extend the amount of time they have to deal with an application.

From the Ombudsman's report from 2006:

Finally, the Ombudsman learned in March 2006 that at least one service center was
issuing blanket RFEs for certain long pending I-130s regardless of the completeness of the file.
As a consequence, USCIS spent additional resources to respond to inquiring customers who did
not understand the nature and requirements of these RFEs and sent in duplicate documents.
There are mentions of the problems with RFE's across the different immigrant classes in every single Ombudsman's report since then. Including several where they report that family based visas had an RFE rate of 50-67%
In fact, if you search through the following documents for "RFE" 'Requests for Evidence' or "Request for evidence" it becomes very clear that this is a serious problem that they've been very much aware of for years. Despite a "focus" on fixing the RFE problem, and various programs to attempt to fix the issues, here we still sit, 7 years (almost 8!) later, with similar problems which shows that they did not fix the problem at all.

I will be reading the reports from prior to 2006 later today if I get a chance. I can also pull more of the RFE information in the reports listed above tonight for those who want it.
