I talked to Tier 2 officer today. He said that my NOA1 is march 4th 2013 but my case is still under review and NBC have not transfered my case to local field office. He mention that I will receive a paper when they will transfer my case to local field office. It's been 4 months. May someone please tell me what should i do?

if that the case if uscis transfered the petition in local office what does it mean?

I thought if your case number starts with MSC then your case gets transfer to Local field office, Please correct me if I am wrong?

MSC means your case goes to National Benefits Center (NBC). Not all cases go to a local field office many stay at the NBC office. It depends on how busy the NBC office is. If they are busy and need help processing cases, they send to a local office. However, if both petitioner and beneficiary are living abroad there is not local field office it goes to, it stays at tne NBC office. There are some other factors as well that determine if it gets sent to a local field office or stays at the NBC office for processing.

Just remember ONLY the petitioner can call. Only talk to an ISO because a CSR will simply tell you what you see on the website. Also it's called the misinformation line for a reason.

Expect the petition to takes 6 months they won't even put in a service request until 5-6 months

MSC is the National Benefits Center in Missouri (although it looks like they have opened an office in Kansas too) but it's very likely that your petition has been sent to the local office of the US petitioner. They vary greatly in processing times (Atlanta for instance is VERY slow while the ones in California seem to be quick.)

I'm not really great on all the acronyms, I feel lost a lot of the time on here with all the different forms that everyone seems to be very familiar with. So I apologize if my question may seem silly but what is an ISO and a CSR? I thought our petition would go to the Vermont service centre as he is petitioning from New Hampshire. I heard VSC is absurdly slow.

Thanks for telling me only the petitioner can call! I'll have to wait until he is back from travelling abroad for work.

Since Aug 15, 2012 all stand alone I-130s have been sent to the National Benefits Center in Lee's Summit, Missouri. This center used to be called the Missouri Service Center and still uses the MSC acronym. (California is WAC and Vermont is EAC)

Because there are so many I-130s the NBC then sends them out, generally speaking, to the local offices of the petitioner. They do not normally notify anyone of the transfer to the local office and the only way to find out is to call the NCSC (the USCIS call center.) This is widely known on this site as the "misinformation line" because they constantly give out bad or inaccurate information. Often the older members call 5-10 times and take the average response and call that the most accurate.

Because the I-130 is a petition, only the USC can call and get any information. However, once you reach the NVC, that is when the beneficiary can shine if they choose, especially someone from Canada! :D I would spend a great deal of time researching and making sure you have everything you need for the NVC. It was something that was so common when I filed that we created mass threads about it, which have kind of fallen aside because it's become normal. But that doesn't make it easier for anyone to understand now either. There probably should be a stickied thread about it until such a time as it goes back to the way it was.

The best way to visit VJ is also on a PC where you can poke around into every corner. I think I searched out Montreal a million times. I've even gone so far as to correct the Montreal consulate page and wiki page. Probably why they like me to move thread around now to where they belong, even if I get it wrong occasionally. LOL

My priority date is March 8, 2013 and still waiting. Also my case number starts with MSC and can not see the status online.

How much of a backlog are the in? Has anyone in this thread that filed in March who is a USC and lives in the states and their spouses abroad, received the approval of their I-130? Thanks

We filed at the beginning of March. Our timeline states we should hear something between July 22 and September. Have you filled out your timeline? It may give you a better idea as to when you may be hearing from them.

Also, when logging in to USCIS, the last time our petition was "touched" was in April.

I am not sure if you all are also living in US, but we were approved June 18th, with PD of March 8th,

we are both living abroad, i am not sure why they approve some over others.

also our case was at NBC with MSC#.

it seems they have no fixed pattern, sometimes even with the petitioner living in US the noa 2 comes reasonably fast ~3-4 months.

hoping speedy approvals to everyone!

Ours was march 13 and i just checked again in the mycasestatus site and im back to this

Yes. There's a glitch on their website, that's what they said. A lot of folks can't view their case status online too, I'm one of them. Good luck to all of us.
