The rational runs along the lines that because more black people live in squalid, poor areas it must mean that they do so because they like living like that. They take the problems that face poor communities and extrapolate ludicrous conclusions and because a disproportionate number of black people are also very poor they figure that black people have a predisposition to be poor and moreover are doing nothing to change because obviously people who live in poverty like to be poor especially because that means they can be criminals and live in squalor at govmint expense. Cobb didn’t answer his door Tuesday and it’s believed he works during the week on a highway construction crew in the Killdeer area. Numerous efforts to reach him on his apparent cellphone were unsuccessful.

No, because like you said, he has not threatened the couple. He has just asked to buy the land. The threats are coming from the folks that have the same ideas as him. He isn't breaking the law, but if some violence befalls on Mr. Harper from his "ideas" I suspect something bad will happen.
