Russian police certificate - what is exactly needed?

Timeline

My fiancee lives in Chelyabinsk, and has lived there her whole life. We are trying to understand what document she is required to bring with her to the K1 interview to be accepted as what they are calling a 'police certificate'. We also have no idea exactly where to get it. Lena visited the local police station in hopes to get answers, but they sent her on a wild goose chase. Can someone provide some very specific answers? Thank you.

Russian law (MVD Order no. 965, dated November 1, 2001) mandates that the Ministry of Internal Affairs (MVD) provide police certificates both to Russian citizens and to foreigners who have lived or are living in Russia. The law states that in Russia, MVD offices must provide the certificate within 30 days.
