It's actually the other guy - the other guys, really - that just blinked. Putin and Assad have blinked.

They are finally putting a deal on the table that would remove Chemical Weapons from Syria and have that nation - one of only 5 holdouts globally - accede to the CWC.

Who blinked depends on whether Secretary of State Kerry really wanted to give the Syrian President a way to avoid a U.S. strike. We might have a clearer idea about that after President Obama's address to the nation.
