Informed that K2's can't take CFO unitl visa in hand.... Really??

What's up with that? After passing the medical my fiancée went to CFO to take the course with her 20 yo daughter (who is a K2) but the daughter was told that she could not take the CFO course before receiving her visa. This is going to gum up our process now requiring additional time in Manila AGAIN. Can anyone explain the reasoning behind this requirement?

I believe only fiance/spouse can attend a seminar ahead ot time. they are issued a certificate to prove they attended the seminar. for all other emigrants , including K-2, It's a one day process, which is why the visa must be in hand.

Sounds true but be careful as not all K2 kids fall into your post so others be aware the post is for K2 that are 13 years and older.

Exemptions from PDOS and Peer Counseling Seminar

For children 12 years old and below are exempted from attending the PDOS. They must, however, be registered, even if by proxy.

You can pick up your CFO sticker at CFO NAIA Manila airport so she would not have had to return to the CFO office in Manila. That's why this does not make sense to me that the K2 cannot take the CFO course like her Mom. (Why would I expect anything to make sense in the visa process when two people with the same backgrounds in two different lines and one passes and the other does not .... ugh)

I wouldn't rely on getting the stamp at the airport. They don't keep regular hours, one agent moves between the various terminals, so they suggest you make an appointment, and even then, I would not expect to be able get the stamp when she arrives at the airport the day of her departure. Totally illogical since last year my wife (CR1) attended pre-visa and also only had to fill out form for step-daughter (CR2) but she was only 3 so I doubt if seminar would have meant much.
