Guys,

The application was processed while we lived in TEXAS now we live in California and the visa has been granted. Can He still come through an AIRPORT here in California?

Will the change of address affect anything? Do I submit a change of address to USCIS or to Department of state because the VISA has already been granted.?

Thanks in advance.

He can come through whichever POE he chooses.

He just needs to 1. provide his new address when he is asked that info before boarding a US-bound flight and 2. update the address when he is sent to immigrant processing at POE (where they take his mysterious brown envelope) - make sure he asks for confirmation that his SAVE record has been updated - sometimes they turn the screen so you can read it for yourself all is correct.

I am sure you can also update his address when you pay for his immigrant visa/green card processing fee (if on spousal visa).
