Its NOT ONE OF THE REQUIREMENTS ON THE USCIS SITE. I wonder why the rfed you.

Adjudicators at field offices are using an outdated manual and that outdated manual lists a copy of the beneficiary's birth certificate as one of the requirements.

Thanks for your advice. We have her passport and it is in English and Spanish, I will send the passport Bio page with the I - 130, Later when we file other papers we will use the translated birth certificate from Colombia. Her father is sending us an original birth certificate from Colombia. In Colombia do you know if there is any certification process other than just obtaining one from the authorities? Thanks again.

My wife's birth certificate is in Colombia at her family's home. Can her father scan it and send it to us so we can use that in the I-130 application? That would be a copy, correct?

You don't need it for the I-130 application. Use her passport if she has it.
