Transferring K-1 petition to a different consulate

Hello,

My Fiance is from Cameroon but was studying abroad in Belgium this last year. After our k-1 petition was approved in the States, it got sent to Belgium. However, because of a few different delays in our whole process, by the time it got there, there wasn't enough time for him to do his interview there before having to go back to Cameroon. In July, we asked our lawyers to see about getting the petition forwarded to Cameroon. We sent requests to both embassies, and Belgium replied that the consulate in Cameroon would need to write them saying they'll accept the invite. At the end of July, the embassy in Cameroon said that they would start that process. However, they haven't. We've had a hard time getting ahold of them. They aren't responding to emails, and when we get through on the phone, they just tell us all we can do is continue to email them and they'll respond when they can! We've contacted a Congressman who agreed to contact them on our behalf and will hopefully be doing that by early next week. Does anyone else have any experience with this? We are feeling really stuck. We've been working at our process for over a year and feel like we're only half-way through .

I'm wondering if anyone else has any other ideas... is there another way to get your visa forwarded without having the country have to accept it? Has anyone else had to do this process and could shed some light on what we should expect in terms of time, etc?
