Question about fiancee seeking police report from foreign country

My fiancee's paper says she needs to get a police report from places she lived for during 1 year or more, since the age of 16. She is a Japanese citizen currently living in Japan, She studied English in Australia for nearly 1 year, think 360 days. Does she need a police report from Australia? Even if she had done a year or more in Australia at the age of 17 (which is when this took place), would she need an Australian police report or will Tokyo and Osaka suffice? Please let me know. Thanks. I am a US Citizen trying to bring her over.
