So i have been reading the f2a september visa bulletin and read this " This cut-off is unlikely to have any negative impact on those who have already initiated action on their case prior to the announcement of the October cut-off dates." Does it mean that filers who have began their nvc processing wont have any affect if the visa bulletin does have a cut-off date? My pd is feb 25, 2013 if that helps, thanks

No it doesn't mean that. It means once the NVC starts its job, it will finish it, even maybe schedule an interview for you, but you won't get the visa until your PD is current - so at the interview they will say thanks give you the AP letter and say wait until we contact you.
