Problems with Canadian Police Record Check

Timeline

Last month we received an RFE for a "missing" police certificate, that had already been provided in approved DS-260 documents. Now, a month of wait and I get another RFE for "10 - Canada Police Certificate - The police certificate that you have submitted does not fulfill
the necessary requirements". We got it from the local Longueuil, QC police station. It's in date and everything is correct, I'm on the phone - waiting- right now. But #######? Now we have to wait another month for their ###### up??? I don't see what's wrong with it. Everything is correct and others have used the same form.

Hard for us to say without seeing it...but is it in English? Say it was checked with CPIK ( Canadian Police Information Centre)

Canadians Visiting the USA while undergoing the visa process, my free advice:

1) Always tell the TRUTH. never lie to the POE officer

2) Be confident in ur replies

3) keep ur response short and to the point, don't tell ur life story!!

4) look the POE officer in the eye when speaking to them. They are looking for people lieing and have been trained to find them!

5) Pack light! No job resumes with you

6) Bring ties to Canada (letter from employer when ur expected back at work, lease, etc etc)

7) Always be polite, being rude isn't going to get ya anywhere, and could make things worse!!

8) Have a plan in case u do get denied (be polite) It wont harm ur visa application if ur denied,that is if ur polite and didn't lie! Refer to #1

I called and the guy said they don't have it on record/never recieved it but how can an RFE say it's not correct when they say it's missing.... It says "RCMP registry of Criminal Convictions" as it's sighted source. We already contacted the police station and CPIC last month and they said it was good and the same thing. Our expedite is still at the consulate- it took a month just for them to send it there. This will be the millionth time I gave it to them, we even provided it in the expedite request. On Monday, when my husband is back in town from work we're going to get another record from CPIC's place....

Yes, it's in English. The only thing I can think of is that it says "Service de Police" at the top on the insignia...

What's that?

My husband called at around midnight last night and finally got them to admit they received it but they denied it being a pdf file. Which means the person who downloaded it from their mail client is incompetent and broke his version of the file. OR their adobe reader software needs updated, OR their computers ALL need updated- either way it's a pdf. I saved it as a pdf, it says pdf, I uploaded it as a pdf, my mail service says it's a pdf, when I download from them it's a pdf. A pdf is a pdf unless they break the file by putting "name of file .any other extension" when they download it.

They(supervisor) agreed to go through every email we sent them and look at them one by one for the file- which isn't hard since I know which ones have the pdf for the checklist. We have to call them on Monday and walk them through how to open a pdf file created in Adobe Acrobat. Oh god they must have some new as spring grass people working for them these days. Everything you send them is in a PDF file FFS. It has to be a PDF or they won't accept it. Did you send the IV documents in ONE PDF or several?

I hope this supervisor can get it all fixed for you. Did you get their name so you can call and ask specifically for that person?

Ha, I know! That's the thing, the whole IV documents were in ONE pdf file. The police record was on page 13 of the pdf they already open, looked at, and accepted everything from. Page 13 is not corrupt, it's perfectly clear. Files don't just get damaged on one page. This is what I keep telling them... They already looked at it and have it. They just refuse to accept that it's in the original pdf file sent in July. Either way, the new checklist pdf I made and sent them last month was only 3 to 4 pages long(cover letters and an added scan of the envelope from RCMP so they know it's from them), they should have been able to find it in that but apparently they couldn't.

I'm not sure, I'll ask my husband later if he has their name and stuff.

I was not able to get a CPIC certificate from the city (Montreal), or SQ police, I had to use this service when I was in Montreal... so, maybe just verify that what you got says "CPIC" - see Police Records here: http://travel.state.gov/visa/fees/fees_5455.html?cid=9013

They verified it was good. The issue is, NVC won't tell us what is wrong. They deny having the document and then they say it's not a pdf when it is. We can't even know if anything is wrong because they refuse to even acknowledge the documents existence. Hence the calling tomorrow and getting the document for another place as a backup.

It's a "certified criminal record check" from the local RCMP, we followed the directions on the state.gov and RCMP websites to get it. All agencies we have contacted verified it and told us others have used the same thing with little problems. The problem is at NVC for now.

Wow, okay. My husband called and finally got the story straight. So...How do I go about this...

We sent them the record on July 17th, they received it, looked at it, and then RFE'd us for a missing police record August 8th. When I called to confirm it August 9th they told me they never received anything and would have a supervisor look at it. We sent another copy, in response to the checklist right after the call. The next week I called and was told to email a expedite and supervisor review with the document in it. A month later on September 6th we received another RFE, this time telling us that the document was wrong but not specifying what was wrong on it. I called that night and in response they said that they never received an RCMP police record check, that the file was not a pdf and to send it again. I demanded to be told what was wrong with it but was refused detailed stating they never received it-it was corrupt. Later that night my husband(beneficiary) called back(3 times) to get more information, he was told they did not have it, that the file was corrupt but to call back on Monday for a supervisor to look at it(just before mid-night so none were available). On Monday, today- September 9th, he called starting at 9am. The first call told him to call back because the supervisors were in a meeting. An hour later he called back, the person told him they had the record but wouldn't let him talk to a supervisor, said they were busy and hung up. The next person, he asked to be transferred right away - they refused and hung up. The next person asked for his stuff(higher ranked) and found that they had the document and were looking right at it the whole time. Every time we called, they saw the document and told us it never existed. They transferred him to a supervisor, Betsy - she's so nice! - but none were available in the department we needed. She looked at it and said the translation was wrong - as I'd suspected the whole time, it had to of been the only thing- if there was any sort of problem with it to begin with. The way that the Longueuil Police translates their police record checks makes it so they search a database that doesn't exist, even though it's really the CPIC databank. The supervisor marked it and put it in queue but told him to get one from another place while we wait for the expedite review. We went and explained everything at the place I listed above (recommended in the wiki) and the guy filled out a over-night request. We'll have a properly translated document in hand by 11am tomorrow.($65)

**ALSO, we had problems with the expedite request and sent more than one email due to what I figured was server block because there was no Auto-responses. Last week, we received an email stating our expedite is under review at the consulate - for an email that didn't have an auto-response. Today...I don't know if they're that unorganized or what but we received another expedite review for the ONE and ONLY email that we did get an auto-response on. I doubt it can mess up our case anymore but it's indicative of how unstructured NVC really is. Out of the four expedite request(3 seeming failed to have been received) we got two requests through. That means if people need an expedite request and they get denied, they could just send another because it won't be handled by the same people... Right?? Any thoughts on this? I thought it was really weird.

So...

This whole time, practically 2 months, was wasted because the lied to us from the very beginning. If they had admitted to having a police record and just told us the translation was messed up we would have received a case complete the 6th instead of a second RFE. That, and they can't simply call a foreign number and verify the database searched without having a fit, that detail is the most ridiculous.
