Wow. That didn't take long from my email to the Consulate this morning. I pointed out others received Packet 3 the day the Consulate received it from NVC. And I asked them to please recheck. I had Packet 3 in email within 20 minutes. Rock on!!

My pleasure! We're all going through this why not help others. I wish I had known about a lot of this when we first started, I had no idea there were Visa Forums. We are waiting for his 2 police clearances, he's going for his medical next week, and he has to get his birth certificate. That's a pain too.
