I've read the delays mean an additional month or two, so it wouldn't affect removal of conditions :)

ROC is to be filed 90 days before second anniversary of being a permanent resident (which starts at POE), not of receiving a Green Card.

It can actually take up to 3 months if the immigrant waits until after POE. Either way, I don't think it's a good idea to wait. I know the immigrant should not have any issues at POE if it's not paid, but then again we're assuming that the CBPs all know what they're doing and don't single out people from certain countries. That's my two cents.

For us, my husband and I will have the peace of mind of him having his green card when he gets here (we're taking a trip before he comes home) and not having to carry his passport everywhere and will avoid any unforseen occurances which are wont to happen.

Yeah I agree and I'm gonna pay my fee prior to POE too, just so I don't have to carry my passport everywhere :)

But, some people may be broke after paying the NVC fees and plane tickets etc.. It happens. And so paying the fee after POE may be the only option for them.

Anyhow, my husband called NVC this morning and they still did not receive our case. He'll call again tonight.... It's my birthday tomorrow so I'm hoping for some good news :)

Well congrats to everyone approved. Ours was transferred to TSC. I'm wondering should I contact my congress person and have them look into this delay? Is it even worth the time and effort?

Well, USCIS is claiming that as of February 28th, they were adjudicating I-130 petitions from August 21st. So theoretically, they should be processing September now. You can try to open a service request, but you might have to push as they'll claim you're still within processing times.

I say pursue the Congress route. Do you know if your Congressperson or Senator is friendly regarding immigration? Good luck and I hope you get approval soon.
