Timeline

The ARN has nothing to do with citizenship status. It's a glitch in USCIS' system and is really an arbitrary number. NSC seems to be the only service center sending that notice (except for 1 person sent to CSC), and even then not everyone got the notice. It seems to have no bearig on approval status.

Just a glitch they aren't fixing :/

Hmmm...interesting. It seems I am the only one from VSC that received one of these messages. Was hoping at least it meant someone was working on my case. Guess I'll just have to wait and see!

I requested the Police clearance for my husband from here at the afghan consulate in los anageles... even though the US embassy in afghanistan kabul emailed me saying it is not required for afghan or pakistan residents???? I really dont know who to believe any more so im just going to send everything and anything nvc might need.

Hi rishabh, Have you applied PCC from both places (local Passport Office and Police)?? could you please suggest me if both are required or not?

The approval Notice i got....(NOA2) ...came with a A-number .....i am guessing thats the number they changed .......

there gotta be a reason behind it .......

Just now i also noticed there is an alien reg number in the petitioners column!! It means change of ARN is not a glitch????

The ARN is not a glitch, but the notification before approval is a glitch (as not everyone gets that notification).

The ARN change has nothing to do with the approval... mine was changed back in January and I still haven't heard anything from them. I'm guessing that was when my I-130 and I-129f were "merged". It prolly does mean your petition got looked at by someone but it could just mean for that ARN and nothing else- sorry guys :(

Yes !! Here they don't care about Approval notification. They required USCIS any letter which has name of beneficiary ... :D

Oh I c, If you don't mind, could you please explain me what kind of (USCIS) letter they would need so that I will ask my wife to mail me and I can apply for the PCC. Do you mean, I will need NOA1 or NOA2 hard copies. Honestly I never saw both of them, so I am not sure that my name have been mentioned on the same!!

Well, I really wants to apply for PCC, because I will need from Singapore as well as from India, and on the top of this I am constantly traveling. I am not sure, whether I will have enough time or not to apply for the PCC from both the places before my interview.
