About writing an email to New Delhi Counslate regardi.g packet 3

I havent got packet 3 yet, It has been more than 20 days,

So My Fiance has asked me to send them email

Should I write

that I have not rcvd the packet 3 yet. NVC transfered our case to New Delhi on Aug 12,2013 .by which date we are likely to rcv it.

Should I also ask them

Can I fill the forms online and use the print out to send in packet3

its been a few years but last i remember you have to down load it from the embassy site and then send it
