Petition by Stepparent or Permanent Residence?

Timeline

We are working on filing the I-130 for my wife’s daughter age 16. My wife has a scheduled interview next week for removing conditions. Documents have been signed by the father for her immigration.

1. Would it be better for me to file as Stepparent or my Wife as a Permanent Residence?

2. Knowing that our daughter cannot come to the US with the intention to immigrate, we would like for her to visit on a travel visa for 2 weeks during the holidays.

a. Would it be better to have her come for the visit first, and then file or

b. File and there would be no problem getting the Tourist Visa for the 2 week period?

Thanks for any input that can be offered.

Timeline

As per USCIS , there should be one common parent while applying for your daughter. It's better to enter U.S.A first then file. You will require to explain to the immigration officer & provide supporting documents to show your relation with the applicant.
