She needs a police certificate from anywhere she has lived for more than 6 months. So Philippines and Canada. She might not need to go there though, they might allow her to ask for it remotely?

Your uncle's fiancée will need to submit an NBI clearance at her interview. She can have a relative in the Philippines get it for her.

She will also need to submit a Canadian police clearance at her interview if she has lived in Canada for six months or more. She can get it herself in Canada.
