***** Moving from NVC forum to Tourism visa as that is the visa the Op's mom is seeking *****

Yes, I think by giving back her greencard, she has a very good chance of getting a tourist visa (10 year multi entry) approved.

Yes she can do that she can surrender her GC, not sure what the procedure it but that can be done.

Next step would be to apply for tourist visa her chances of getting the tourist visa would be very high now if they issue her 5 year or 10 year or 1 year would be on the officer but mostly for Indian 10 years is a standard.

First, she posts the greencard with a short explanation letter to the local US embassy.

Then, she applied for a tourist visa (se local embassy website for details, as this is different in every country).

then what is process of get tourist visa against submit own green card.

There is no process both would be seperate process she will not be trading the GC for tourist visa.

1 - She will have to surrender her GC back to consulate, you might want to look up the process for the consulate which is near you.

2 - Fill out the usual DS-160 and apply for tourist visa follow standard procedure.
