New Passport Rules for January 23, 2007

Timeline

My daughter who lives in Canada is coming to visit us in Idaho on the 25th of January however she would be driving across the border into Buffalo and taking a plane out of Buffalo airport. I'm reading that crossing at the border (by vehicle) a passport is not required however would she still require a passport to fly out of Buffalo airport?

the real question is : does a foreigner need a passport to board a plane in the USA?

i think you do. if not, whatever is the minimum for the destination country. If you fly into Canada, what do they require you show? I know for Mexico, they require a passport an official copy(ie not a photocopy) of your birth certificate.

It is a bit confusing. From the Canadian Embassy.

Until January 23, 2007, Canadians can enter the United States by all modes of travel by simply providing proof of citizenship and identity, such as a birth certificate and a government-issued photo identification (e.g. driver’s licence). After January 23, 2007, only requirements for travel by air to the United States will change. Canadians can continue to use such documents as their birth certificates and drivers’ licences to cross the Canada-U.S. border by land and sea for at least another year.

I understand that part but she is driving her own vehicle from Canada into Buffalo, New York and flying out of Buffalo. I'm assuming (although I should never assume) that once she starts to board the plane in Buffalo, she can then use her driver's licence and birth certificate once again rather than having to have a passport.

That is my guess because US law does not govern entry into Canada.

If your daughter has a US DL she can use it to board the plane in Buffalo - whoever that is good till May of 2008 when the REAL ID thingie goes into effect. For after that everyone flying will require that form of ID. If she does not have a US issued DL then she will require to use her trup card - Canadian passport - I would simply because it carries more weight than a Canadian DL.

But again as always if it is not written law - it depens with whom she will end up dealing with at the airport...

I would get her to phone the Buffalo Airport and confirm. If she does need a Passport, she will have to get her application in soon. It will be tough with the lines they have now and the fact that Christmas is coming, and the Passport office will be closed for the Holidays.

They are talking about US law change for entry into the US not Canada... Did Canada change there laws as well? The Candian Embassy website indicates the only change is the passport requirement into the US.

I think like Wilhel said, call the airline that she has the ticket from and ask them about identification requirements.

She'd still have time to get a passport if she needs one.

Canada doesn't require a passport for a Canadian to reenter the country.

The wording is confusing but this is a US implemented initiative:

Q. What is the Western Hemisphere Travel Initiative?

The Western Hemisphere Travel Initiative (WHTI) will require all travelers to and from Canada, Mexico, Central and South America, the Caribbean and Bermuda to present a passport or other accepted document that establishes the bearer’s identity and nationality to enter or re-enter the United States. The goal is to strengthen border security and facilitate entry into the United States for U.S. citizens and legitimate international travelers.

I think that they mean all travellers to the US from these countries.
