Wouldn't multiple applications and denials raise a red flag during a K1 interview if the interviewer thinks that she is just wanting to use the US citizen to get to the United States?

I know it may or may not be a problem but for something like this you'd want to think of the worst case scenarios. If she applies to go to the US and does not state it's for visiting a boyfriend, and then gets denied and applies a few times over and over and then in a few months there's an application for a K1, that might look fishy.

Something I'd rather be careful about. Might be better you go and get engaged in China and use the 90 days you have for her k1 to do the exploration and seeing where you might want to live.

I applied tourist visa in 2010. It was refused since I wrote down that I wanted to meet my now fiance. I put altogether, paper from my company stated I will going back to my country, my bank accounts, my credit cards billing statement, my insurance, everything to prove that I have burden and would not stay in US illegally. Turned out, the CO told me to apply K-1 visa to get married. In some countries, though you showed them proof, sometimes it did not work in any way.

You want to stay out of her application as much as possible. Darnell and "Celebes" are right that mentioning an American bf/fiance is a quick way to be denied. I should know, since my fiancee's tourist visa was denied twice. We tried to be honest with the government about her just wanting to see America and meet my family... but that's not what the government wants to hear.

2013.1.7- I-129f mailed to Texas Lockbox (with correct fee this time--> Delivered 2013.1.8 (priority date)

2013.5.29- RFE mailed--> 2013.6.3 RFE arrives --> 2013.7.3 Forms mailed back to CIS via DHL--> 2013.7.5 CSC confirms receipt of evidence

2013.7.26- I129f approved! --> 2013.8.16- NVC confirms receipt of petition

2013.8.30- P3 arrives at fiancee's home --> 2013.9.8 P3 documents mailed to GUZ

2013.9.20- P4 email arrives

2013.10.25- Medical exam; 2013.10.28- Interview--> APPROVED!

2014.2.20- POE!; 2014.2.21- reunited in my hometown :)

She might check on QQ, their forums have good information on visas according to my wife. A good job, home, money in the bank and strong ties to China usually equal a visa, I wrote an invitation letter for my sister in law and had no issues. I am not sure if that will fly with a soon to be finance.

A couple years ago before my wife and I were married, we applied for a tourist visa in Beijing. It was pretty straightforward to do, especially compared to all the immigrant visa stuff. The only thing they really cared about was her work contract and having lots of family here. They asked her some specific questions about me to substantiate her reason for going, and we brought letters from family and me which seemed to help more than hurt. If your purpose for going there is genuine and you can show reason to return, you have nothing to worry about.
