He is but he's got a valid excuse. Congress denies the funding required to close it. The President can't close shop without the funding.

Given that the UK currently has no aircraft carriers, I think the US could provide refueling and other logistics without getting involved. We should stay out of Syria.....however the UK has always contributed forces in high numbers so we owe them the same.

IMO, Obama will just launch a few hundred cruise missiles and be done with it.
