I heard that sometimes the CFO will ask for parents ID's . My fiancee was going to have them get postal ones . However would NSO birth certificate satisfy this possible requirement ? Having original and a copy of both .

NSO birth certificate would not satisfy the required parents I'd...to be safe, get postal I'd for both of your parents before going to CFO....better be ready for any docs that CFO might ask.

She is 25 and we are getting both the advice and consent just to be safe . She is going to be moving in a few days hours away . We will just have to get the postal IDs before she does that . Thanks

How old is your fiance?

You might know this .. She is going for her baby's passport tomorrow to DFA . Is a NSO birth certificate need from my fiancee to get the baby passport ? She will have all her IDS plus her passport . Will be present with the baby . They took her original when she went for her passport . She has one coming from her town , but still waiting . She is eager to go and get the passport done since our interview is around the corner . Hopefully we can get the 2 week service , but this is the Philippines lol

No need for both, just need parental advice. I don't have the link handy to the official PI laws website, but this reflects the correct info as I read it last year:

http://travel.state.gov/law/citizenship/citizenship_757.html

"THE MARRIAGE APPLICATION PROCESS:

Once the person has the affidavit, he/she can file the application for a marriage license at the office of the local Philippine Civil Registrar of the town or city where one of the parties is a resident. The U.S. citizen applicant will need to present the affidavit, death certificate or divorce decree as mentioned above, U.S. passport, and documentation regarding parental consent or advice if applicable. Marriage applicants who are age 18 to 21 must have parental consent in writing, those age 21 to 25 must have written parental advice (a written indication that the parents are aware of the couple's intent to marry). The revised Family Code of the Philippines, which took effect on August 4, 1988, prohibits marriage for individuals below the age of 18."

Even though you're not marrying in the PI, the CFO will most likely (best to be prepared, eh?) ask for it.

I'm sorry, don't know anything about baby passports and IDs, but someone on here will know and can point you in the right direction.
