WalMart Cash Cards not working for Cash Withdrawal in Ukraine

For anyone visiting, or planning to send a pre-paid card to Ukraine. Wal-Mart pre-paid debit cards will not work in any ATM in Ukraine. The card DOES work in Russia. My finacee (who lives in Russia) is visiting her parents, and we found out the hard way. Apparently they will work in stores. Of course, talking with the bank 'representatives' makes dealing with USCIS seem both pleasant and quick.

Ukraine is funny with their bank machines. My Visa debit card will work in most machines but every now and then my card won't work in an ATM. They dont have the best banking structure there

My Ally Bank card worked in every ATM I tried in Ukraine (bank charges 1% foreign transaction fee, but refunds any ATM fees, also noticed that a lot of ATMs in Ukraine do not charge any fees at all). It did not work for paying online to a Ukrainian processor as they always require Verified by Visa. My Chase credit card works for paying online (3% foreign transaction fee). I never tried paying with a card in any store in Ukraine.

7/18/13 - Shipped to NVC | 7/26/13 - Received at NVC and case number assigned
7/29/13 - In transit to consulate | 7/31/13 - Received by consulate
8/20/13 - Medical - Passed | 8/21/13 - Interview - Approved!
8/28/13 - Passport with visa ready to pickup from courier
10/17/13 - POE - JFK
10/28/13 - Applied for SSN and marriage license | 11/2/13 - SS card received
11/21/13 - Wedding


12/30/13 - I485/I765/I131 Sent | 1/2/14 - Received by USCIS
1/3/14 - NOA1 to NBC | 1/16/14 - Hard Copy Received
2/4/14 - Biometrics
3/7/14 - AP and EAD approved!

I have never had a problem with any of my personal cards. The WalMart card was an unwelcome surprise. Especially as she has had no issues with it in Russia. And yes, Ukraine banking is interesting. Do not expect to change any money back into US dollars before you leave.

Also, if you are visiting Donetsk, the Ramada Inn is very nice, I do not reccomend Liverpool.

The post concerns the WalMart debit card, not a pre-paid gift card.

Maybe the OP didn't inform the connected bank of international travel and usage. Many cards / banks automatically don't allow international usage (for identiy theft reasons) unless they are contacted prior to the trip by the cardholder.

My wife used her Walmart card fine until two weeks ago and now it will not work. Back to Moneygram.

USCIS:

03/29/2012 - I-130 Sent

04/1/2012 - NOA1 Received

06/25/2012 - NOA2 Received (88 Days)

NVC:

07/31/2012 - Case arrived at NVC (36 Days from USCIS to NVC)

08/16/2012 - Received case #, IIN, gave e-mail addresses

08/18/2012 - E-mailed DS-3032

08/23/2012 - AOS bill invoiced & PAID

08/27/2012 - AOS bill appears as PAID

08/24/2012 - AOS Package sent

08/XX/2012 - AOS/I-864 accepted

08/23/2012 - DS-3032 accepted

08/28/2012 - IV bill invoiced & PAID

08/30/2012 - IV bill appears as PAID

08/28/2012 - IV Package sent

09/07/2012 - REF Forgot bar code cover sheet in AOS packet

09/08/2012 - Mailed REF will be there Monday Sept.10th

09/25/2012 - Case Complete

10/30/2012 - Medical in Kyiv....All good

01/15/2013- Call from Emb####

02/20/2013 -Denied

04/18/2013- Application sent to State Department.

08/23/2013- Talked to USCIS the application is back at USCIS and "might" review it by December.....

08/23/2013- Pissed off.

03/14/2014- Recivied notice from USCIS. Reply due 04/16/14

04/12/2014- Reply mailed 300+ pages.

04/23/2014- Reply from USCIS they received the packet.

07/07/2014- Called my Congressman to check on progress.

07/08/2014- Got a call back from Congressman aid "USCIS is working on it".

07/09/2014- Got email from USCIS that my address change had gone through. I never requested an address change. Call Congressman and USCIS. Was an error an no address change...

07/10/2014- Received email from USCIS. We are approved again. I think the call to my Congressman helped.

08/04/2014- Application received from USCIS and forwarded to Kyiv.

08/19/2014- Interview Sept.19,2014

09/19/2014- Interview Approved.
