Today I received a letter. It says a whole lot but apparently it's just a receipt notice. I'm curious that there are two bold lines next to biometrics. But I haven't even received my rfe hard copy . It's been over a month but I called for a resend aug2 and I was told to wait 30 days.

And my status has now changed to initial review after being on RFE . I'm confused . Discouraged...

Well the envelope said "return service requested" but there isn't even a second envelope inside.

Then it says the notice type is a receipt notice. To say they received it and to review that my information is correct. But I received my receipt in January , a week after I filed the I-129F .

Under that are several small paragraphs. One explains the processing times, another info on form I-130 , then info on biometrics and finally what to do if I move.

What I am curious about is that next to the biometrics information there are two bold lines. I wonder if that is what they are going to have me do. It says to wait for a seperate letter were it'll say the date and time to go photo identify myself at a ASC .

I would suggest calling USCIS and asking for a Tier 2.

FYI, "Return Service Requested" has nothing to do with you sending it back to them. It's for the post office to know to return it in case it's undeliverable.

Oh ok, I thought I had to return something. Thanks.

I called yesterday but spoke to a rep. They said it was just them making sure all my info is ok. I told her I hadn't received my RFE and it had been over a month, she said to wait the 30days for the resend to arrive.

Who do I ask for a tier 2 ? The rep

When you reach someone on the USCIS hotline, ask them to transfer you to a Tier 2 representative and they will do so. If they offer to have someone call you back in 3-5 days, tell them that you'll hold and you will be transferred to an automated callback system that usually has a wait time of a couple hours. Schedule a callback and go about your day (just keep your phone nearby!).
