What is Packet 3 and Packet 4? NOA 2 Approved but no packet sent

My girl has her interview on the 18th of September in Bogota. Her brother is accompanying her to reaffirm my relationship with her. Anyway, I see some timelines and posts about Packet 3 and 4 but neither myself or my fiance has received either of these. Our NOA2 approval is in the books and she has her interview date confirmed and paid for. The only information she (we) have received is email confirmation about the notice and interview. Are the 'packets' only used or sent by certain countires? The only mail that I have receieved is the NOA2 approval notice. Since that, it was the email she received from the embassy giving her directions what to bring (paperwork I need to send her) along with conformation of the interview.

Actually that is only partly true, The packet is included in the email but because there is no mail system to speak of in Colombia (ie it blows) they do not send a hard copy.

The instructions of everything you need is in the one sent with the email. A list of what needs to be done before interview, what needs to be brought to the interview, contact info for doctors etc. They attach a copy in spanish and one in english. If you look at the small print on the bottom it says Instruction Package -K visas (packet 3&4)

I know you have seen it because it also has the instructions for how to schedule the interview. But if you don't still have access here is a link to the english copy

I'm sending her my tax filings from 2011 and 2012. I had the local IRS office print my transcripts and W-2's for both years. Are transcipts acceptable or the actual filing forms that were sent to the IRS needed? For some reason the embassy needs three copies of each year.

Also, I'm sending bank account statements, stock trading account statements, and retirement account statements along with the I-134. Is it okay if I black out the account #'s on all of these? I'm a little leary throwing all this out there.
