ok, my story:

Explains my husband:

"As a green card holder I sent for my immediate two family members the I-130 form on April 3rd, 2012. A permanent resident can file one I-130 for the two members inclusively for a spouse and a child.
Few months later I became American citizen on September 6th, 2012. Then I called the USCIS to upgrade my case status where USCIS agent suggested filing a I-129f for my spouse and my child for K3-K4 visa. On April 10th, 2013 USCIS approved my two forms I-130 and I-129f. NVC had closed the form I-129f simply to proceed on I-130 on which my child was ineligible to continue with a single I-130.
NVC agent suggested sending a Form I-130 for a child. My child's form was sent on May 10th, 2013.
I requested USCIS to expedite my child's I-130 form. I was advised to write a request in the mail, include the certificate of citizenship, the NOA1 receipt letter. I was assured that this will be enough to expedite. I have been waiting for two months for the USCIS to respond but no news though they promised to send a message or agent will call to me. NVC assured that American Embassy can help me in Lithuania during the interview. At this moment we have to cases one in NVC (my spouse) and one in NBC (my child)".

The upgrade explains the VSC. :) I hope the NBC one can hurry up!

the letter is enough to REQUEST an expedite but that doesn't mean it will be approved. If you have been waiting for 60 days, try calling everyday for an update or contact your local congressional office to get a status.

I received a letter from the USCIS saying the same thing. It will take up to six months more. I wish we could do something to get this process done quicker. I even sent letter to the senator and congressman, waste of time that was.

Currently people calling the USCIS are being told the I-130 will take a year.
