I emailed the DS230 to the Kingston Embassy and received an email back last Tuesday Aug 12. I've included a copy of exactly what it stated

Dear sir/madam,

We have received the attached document. An appointment will be scheduled and a letter will be sent in the mail. You may email us in a few weeks, and if an appointment has been scheduled a copy of the letter may be emailed.

I am in Negril with my fiancé now and wondering an approximation as to when we can expect the letter? His mail is delivered to the post office and a bit frustrating to have to keep checking everyday.
