I have a friend who is dating a girl from the philippines. Soon my visa journey will end and around October will be traveling to phillippines to pick her up for the USA. Question is he wants to fly with me there and bring his girl back with us on a tourist visa, then once here file the i129f. Is that possible?
I dont know what to tell him. I mean the meeting requirement would be there, they will meet but dont know while she would be here, if he could file for a petition.

technically, yes .

realistically? no. Why? It's exceptionally hard for a woman in the PI to get a tourist visa.

Entering the United States on a tourist visa with the intent to stay and immigrate is visa fraud. He could of course bring her to visit, file the I129 while she is here but she would have to return to her country while waiting for the I129F to complete processing. Assuming that she already has a tourist visa.

It is permissable to file for a K1 when the beneficiary is currently in the USA, but she would need to return to PI after the tourist visa stay is up.

If she doesn't already have one, it is very unlikely she will get a tourist visa.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

It's ok as long as she only stays on the tourist visa for the time allowed. Does she already have the tourist visa? or would she have to apply? The application process for the tourist visa is quick, but as others have posted it's highly unlikely that she will be granted one.

She wont be here because she wont be granted a tourist visa. Obtaining such a visa requires proof she must return. That proof is very difficult to provide in a high fraud country such as the P I.

if she can leave the PI on a tourist visa, then sure.

However, expect for it not to happen, as the tourist visa most likely will not be granted.

Tell your friend. Yes, lets go to the Philippines. Take pictures, get forms needed signed and return home alone and start the process. You see, there appears to be No Tourist Visa so when applying for one that is not the Intent. So, as said above Fraud. Best your friend just go by the rules and go meet and file. If anyone differs with that: step forward..

If she can prove beyond a doubt she must return she will be granted a tourist visa. That will get her to the POE where she can be granted entry for a certain amount of time by the officer. She should keep in mind that providing the level of proof they require can be very difficult due to the level of fraud committed by others. Such proof should be provided in writting.

Her USC fiancé can send in the petition for a K 1 type visa any time after they have met in person.

We filed while my fiancé was here. She was traveling under the ESTA and returned to Greece within the 90 day period. There was a question on the I-129f that asked if she was currently here.

If your friends fiancé does manage to get a tourist visa, be absolutely certain she does not overstay the time limit.
